How the leasing actually runs
The voucher path runs in five steps, and the second one is where most searches go wrong.
1. Find a participating property with an asking rent that works within your payment standard for your bedroom size.
2. Pass that property’s own screening. This is the part renters underestimate. A voucher is funding, not qualification. The community still applies its credit, income, and rental-history criteria to you personally.
3. The property submits a Request for Tenancy Approval (RTA) to your housing authority once you’re approved and have chosen a unit.
4. The unit is inspected. It has to meet housing quality standards before a contract can be executed.
5. The contract is executed and the lease starts. Your portion and the subsidy portion are set, with annual recertification after that.

The authorities here
Three cover our service area, and which one holds your voucher affects timing and process:
Fort Worth Housing Solutions (FWHS) — Fort Worth proper.
Tarrant County Housing Assistance Program (TCHAP) — much of the rest of the county.
Arlington Housing Authority (AHA) — Arlington, which overlaps our Arlington coverage area.
If your voucher is with one authority and your target property sits under another, that’s a portability question and it needs to start with your caseworker early. Portability works; it takes time.
Payment standard versus asking rent
Your payment standard is the maximum subsidy your authority will pay for your bedroom size in your area. It’s set from Fair Market Rent data, sometimes using Small Area Fair Market Rents that vary by zip code.
Fort Worth context as of April 2026 (RentCafe): the citywide average was $1,438, with studios near $1,075, one-bedrooms near $1,259, two-bedrooms near $1,590, and three-bedrooms near $2,011. Half of Fort Worth rentals sit in the $1,001–$1,500 band.
A unit priced above your standard isn’t automatically excluded — you can pay the difference — but your authority applies limits on what share of your income can go to rent, particularly at initial lease-up. Ask your caseworker where that ceiling sits for you.
We check asking rent against your standard before sending you anywhere, because touring a unit that can never be approved is the most avoidable waste of a search window there is.

What the property agrees to
Participation isn’t just accepting your voucher. The property signs a Housing Assistance Payments contract with the authority, agrees to the inspection, and accepts the payment structure and the recertification cycle.
That’s administrative work, and it’s the main reason some management companies opt out. Texas has no source-of-income protection, so it’s their choice to make.
It also means acceptance can change. A property that participated last year may not this year, without announcing it anywhere. Which is why we re-confirm rather than working from a list.
The thing to sort out first
If you have a balance owed, an eviction filing, or a thin credit file, that needs a path running in parallel — see deposit alternatives and money owed or the guarantor path. Voucher holders get screened. Passing step 1 and failing step 2 repeatedly is how search clocks run out.
Timing
Between choosing a unit and moving in sits the RTA, the inspection, and the contract execution. Timing varies by authority and by season, and we won’t invent an average.
What we do is ask the property how their recent inspections have run, tell you the window they give us, and keep a second unit identified. Units get leased during the wait, and units occasionally fail inspection for something small the property has to fix. Neither is a crisis with a backup already verified.
What to do first
- Confirm your bedroom size and payment standard with your caseworker. Everything filters through that number.
- Ask about your rent-share ceiling at initial lease-up.
- Tell us about anything on your credit or rental history. It’s a separate path and it runs in parallel.
